Why can't Shopper Approved import Seller Ratings (or merchant reviews)?

A couple of years ago, Google implemented a rule where merchant reviews (seller ratings) could not be moved around or imported from and syndicated to Google from one review platform to another. So short answer is that Google doesn't allow it.
